Split requirements into checkable lines
Break the technical section into single, checkable requirements such as range, error, repeatability, response time and interfaces. Mark starred or mandatory clauses separately and split compound clauses so each half can be evidenced.
Find a source for every line
Prefer valid third-party test or certification reports, then signed manufacturer statements, then manuals and brochures. Record file name, page, table and original value, and check model, test conditions and units.
Judge the deviation honestly
Use four states: compliant, better than required, deviating, and evidence missing. Do not write "complies" where no evidence exists; that is the riskiest line when evaluators ask for originals.
Turn gaps into questions for the manufacturer
Group missing-evidence and deviating items by manufacturer: the clause, what is missing, which document is needed and by when. The bid lead then confirms the list before the table is finalized.
