Identify the review period and valid documents

Confirm the company, production unit, outlet and reporting period. Collect the effective permit, attachments, amendments, monitoring reports and relevant logs. Requirements may differ between periods. Missing material should be listed rather than inferred by a model.

Map outlets and pollutants

Documents may use abbreviations, old outlet identifiers or different units. Align names and check units before comparing values. Non-detects, detection limits and different sampling conditions cannot always be compared as ordinary numbers. Confirm frequencies and limits against the applicable permit and industry requirements.

Separate different kinds of findings

Distinguish missing documents, conflicting data, uncertain rules and issues requiring professional judgment. Each finding should include its source, location, reason and review status. An unusual result is not automatically a confirmed violation.

Test difficult documents as well as clean ones

Include outlet aliases, changed units, cross-period records and missing pages in a test set with reviewed answers. Keep the document index, rule versions, corrections and final reviewer alongside the results.
